As of October 1st, a significant policy shift has commenced, cutting federal health coverage for certain migrants. This means that basic migrant categories like refugees, asylees, and parolees, without another qualifying status, will no longer be eligible for federally funded Medicaid. The media often skips over this crucial detail: we're not talking about illegal aliens, who were already generally barred from federal Medicaid. We're talking about legally present foreigners who, under previous laws, were eligible for benefits. Trump has drawn a firm line here: entering the country does not equate to a claim on the taxpayer's wallet.

 

Exceptions exist, of course. Emergency Medicaid remains available, and states can maintain federally supported coverage for lawfully residing children and pregnant women. Additionally, states may choose to allocate their own funds for extra programs. However, from a federal standpoint, taxpayer dollars will no longer subsidize full benefits for migrants outside of permanent residents and green-card holders. The numbers are staggering: in Illinois alone, approximately 9,300 noncitizens lost Medicaid coverage at the end of September, with over 40 percent in Cook County. Nationally, the Congressional Budget Office predicts these restrictions will leave 1.4 million immigrants uninsured by 2034, impacting Medicaid, CHIP, Obamacare plans, and Medicare.

 

Predictably, the left-wing activists masquerading as journalists have wasted no time in portraying the supposed sufferings of their latest victim class. Yet, the world is moving in a different direction. The old liberal globalist order, which advocated open borders and a generous welfare state for all, is ending — even in Europe, as we'll explore shortly. Notably, a second wave of restrictions is coming with the public-charge rule. Effective since September 18th, the Department of Homeland Security has overturned the Biden administration's 2022 regulation, which limited immigration officers from assessing whether an applicant might become dependent on government assistance. The new rule restores the ability to consider an applicant's overall circumstances, reaffirming the principle that immigrants should be self-reliant and welfare benefits should not incentivize immigration.

 

Immigration officers now assess the applicant's finances, health, age, family, education, and skills. But the central question remains: can the applicant sustain themselves, or will the taxpayer become their sponsor? If the latter, the application is denied. Combining this public-charge crackdown with Medicaid restrictions reveals a broader picture: an immigration system focused on reciprocity, contribution, and national membership, rather than the globalist notion that arrival on American soil automatically entitles one to taxpayer support. This isn't just a Trump or U.S. initiative; these restrictions are being enforced globally.

 

This approach has a technical name: "welfare chauvinism." Don't let the academic jargon fool you. Welfare chauvinism supports a robust safety net but reserves it primarily for citizens or legally recognized community members. It separates deserving insiders from less-entitled outsiders. This phenomenon is sweeping across Europe! Welfare chauvinism began gaining traction in Europe in the early 2010s with populist parties like France's National Rally, the Sweden Democrats, the Finns Party, Austria’s Freedom Party, and Italy's Lega Party, led by Matteo Salvini. These parties pushed the idea that welfare is for citizens, not migrants. Germany’s AfD vocally advocates for welfare chauvinism, defending benefits for German citizens while demanding stricter newcomer eligibility. The fascinating twist is that this idea now transcends the populist right. In Germany, Die Linke, a far-left populist party, combines left-wing economics with restrictive immigration policies, endorsing welfare chauvinism just as much as AfD. This shows that in Europe, the left-versus-right divide is collapsing regarding welfare benefits. The new divide pits globalists, who view welfare as a universal right, against national populists, who see it as a pact among citizens and contributors.

 

Trump’s policy is politically potent because it doesn't merely cut spending. It ties border sovereignty to social solidarity, asserting that the welfare state survives only when citizens believe it serves those who built, paid into, and belong to the political community sustaining it. This is the core issue: if citizenship doesn’t provide a greater claim on your own country than someone who just arrived, then citizenship means nothing.
