New York Governor Kathy Hochul has already said no to Mamdani's tax increases. The New York state constitution mandates that all tax increases go through Albany; Mamdani lacks the power to raise taxes independently. The New York City Council can't do it either; it requires state government approval, signed by the governor. Mamdani's promises put the pressure on Hochul, not himself. And Hochul is calling his bluff, refusing to burden an already heavily taxed population with more taxes.
